Nowra is two markets at once
Shoalhaven City Council's Nowra-Bomaderry Structure Plan sets out four urban release areas. The largest, Moss Vale Road North — the new suburb of Badagarang — is planned for 2,500 to 3,000 dwellings. Moss Vale Road South adds around 950. Cabbage Tree Lane is planned for around 2,180 in a later phase. Separately, the NSW Government has progressed a rezoning of the Nowra Riverfront Precinct for up to 650–900 homes.
One point of confusion worth clearing up: the “Moss Vale Road” release areas are in Nowra. They are not in the town of Moss Vale in the Southern Highlands.
So the town has two entirely different inspection needs sitting side by side. In the new estates, the work is catching defects during construction and at handover, while the builder is still contractually on the hook. In the established parts of Nowra and Bomaderry, it is the ordinary pre-purchase question on houses that are decades old.

What we look for
What goes wrong in a new build, and when
Volume housing is not badly built because builders are careless. It is built fast, by many trades, to a program. The defects that matter are the ones that get covered up by the next trade — which is exactly why the inspection has to happen at the stage, not at the end.
Before the slab pour
Formwork, steel placement and cover, membrane and penetrations, and set-out against the plan. Everything here is invisible forever the moment the concrete goes in.
At frame stage
Tie-downs and bracing, stud spacing and straightness, trimmers over openings, notching and drilling by the plumber and electrician, and roof truss installation. Frame is where structural non-compliance is cheapest to fix and hardest to see later.
At lock-up and pre-lining
Wall wrap and flashings, window and door installation, waterproofing to wet areas, and insulation. Once the plasterboard is on, a missing flashing becomes a leak investigation instead of a two-hour fix.
At practical completion (handover)
The defect list you hand the builder before you accept the keys and release the final payment. This is the last moment your leverage is at its maximum.
Inside the warranty period
Settlement cracking, articulation joints, shrinkage, tiling and waterproofing failures, and drainage that only shows up in the first big rain. NSW statutory warranty runs two years for general defects and six years for major defects — an inspection before either window closes is worth more than one after it.
Reactive clay and site drainage
Slab-on-ground housing on reactive soil moves with moisture. Poor site drainage, downpipes discharging at the slab edge and landscaping against the brickwork turn a normal foundation into a cracked one.
